DIANA HERNANDEZ-Prosecutions witness -County Reco Legal Document Coordinator- 4/6/2017 (30).

Diana Hernandez at the time was a legal document coordinator for the San Bernardino County Recorder’s office. She stated that she supervises over supervisors with the office who perform the duties of the office. She stated that at this particular time she also supervised for records researchers where customers come in, do research over their division, and she was also the custodian of records. Ms. Hernandez said that part of her duties in her position was to verify that a document that is presented for filing is true and genuine.

She then made a clear point of saying that it was not her duty to verify the authenticity of a document, only that the requirements were met. She then said that if a document is filed in the county recorder’s office and it is not true and correct it compromises the INTEGRITY of the COUNTY RECORDS that EFFECTS the researchers who come in and rely on our records to be true records. She also stated that after being asked “as long as the document satisfies the requirements then it has to be filed.” She then went on to went to say that the actual information contained therein is not verified as to whether or not it is true or not. THIS IS A PROBLEM AND NEEDS TO BE ADDRESSED AND CHANGE at the SAN BERNARDINO COUNTY RECORDER’S OFFICE and county recorders offices throughout the U.S. This means in the San Bernardino County Assessor’s office requirements being met equals not veryfing the authenticity of the documents.

How is it even possible that the County Recorder’s office does not check the validity of the documents brought to them? We are talking about important documents that grant and deny who controls real estate as well as the money that comes along with it.
